the proposed Hong Kong Government loan.

Hong Kong estimates, that the Governor
would prefer to defer floating a loan
until the first part of 1947 when the
financial position of the Colony will be
clearer and when conditions may be more.
favourable locally for floating a loan.
In fact, the Governor is not very
optimistic about the prospects of a
local loan and would prefer that one
should be floated in London.
I gathered from your letter that
whilst there would be no objection from The capital issues stand)
your point of view in a loan being
raised in this country you are not too ra the terms at which it could be optimistic about its prospects at the
present moment and that you would prefer
to wait until next year when the positiq
will be clearer. The Crown Agents for
the Colonies are prepared to make the
necessary advance from the Joint Coloni
